I think its the stress really because Allen never got his white hair from an akuma he was just all stressed out from everything and he woke up one day with white hair... Maybe Near was under too much pressure...or you could say he has a curse made by an akuma, I guess.
I highly doubt that Near is albino, since
a) His eyes are a very dark color. Albinism causes a lack of pigment, including in the eyes, resulting in the eyes being red, or a very very light color.
b) The artwork for Near was originally meant for Mello, but they mixed up the sketches in the process, and decided to keep it that way. If Near IS albino, that would mean that Mello was originally intended to be albino, and whenever Mello is outside, he is not wearing sunglasses. People with albinism generally need to cover their eyes when they go outside, since the lack of pigment in their eyes also makes their eyes more sensitive to Light.
c) Ohba and Obata never mention anything about Near being albino.
